Guidelines for Scribes and Compensatory Time for PwDs for Writing Examination |
Key Guidelines for Conducting Written Examination for Persons with Specified Disabilities

Eligibility for Scribe / Compensatory Time
- Applicable to candidates with benchmark disabilities and candidates having difficulty in writing, even if disability is less than 40%.
- Medical certificate from a competent authority is required.

Medical Certification
- Certificate should be issued by a competent Government Medical Board.
- The board should certify that the candidate has limitation in writing and requires a scribe and/or compensatory time.

Provision of Scribe
- Candidate may arrange their own scribe.
- Examination authority may also provide a scribe on request.

Qualification of Scribe
- The qualification of the scribe should generally be lower than that of the candidate.
- Scribe details must be approved by the examination authority.

Compensatory Time
- Minimum 20 minutes extra per hour of examination.
- For examinations of less than one hour, extra time shall be provided proportionately.

Assistive Devices
- Use of approved assistive devices such as hearing aids, prosthetics, orthotics, etc., may be permitted.

Accessible Examination Centre
- Examination centres should be barrier-free and accessible.
- Ground floor seating should be provided wherever possible.

Change of Scribe
- Change of scribe may be permitted in exceptional circumstances with prior approval.

Applicability
- Applicable to recruitment examinations, educational entrance examinations, and other written examinations conducted by Government bodies and institutions.

Prevention of Misuse
- Examination authorities should verify documents and maintain records to prevent misuse of scribe facilities.
